Durham County Council has opened a public consultation on a proposed new Selective Licensing Scheme for private rented properties, set to replace the existing scheme when it expires in March 2027. While aimed primarily at private landlords, tenants, and local residents, housing standards and property management directly impact the broader business community and local economy across our region. We encourage local business owners to review the details below and submit any feedback or comments before the consultation closes on Wednesday 12th August 2026.

New Selective Licensing Scheme proposal
We just want to draw your attention to the above consultation which is currently open for response. We are particularly interested in receiving responses from private sector tenants, residents and private landlords in the proposed Selective Licensing (SL) designated areas.

Note, there are no SL areas proposed in the Local Networks for Teesdale, Durham City or Mid-Durham.
Consultation background
Durham County Council has operated a selective licensing scheme for private rented housing for five years. The scheme has allowed us to work more closely with landlords and provide additional support to ensure their rental properties are of a high standard and meet the needs of residents. It has also allowed us, where needed, to take enforcement action when a landlord has failed to engage with the scheme and not provided safe housing for their tenants.
The scheme is due to expire on 31 March 2027, and a new selective licensing scheme is proposed from 1 April 2027. Despite consulting on the scheme in the past, this is not a continuation or renewal but must be treated as a new designation for all areas proposed to be included in the scheme.
We must consult on the following:
· Reasons why we need selective licensing as opposed to alternative solutions
· Areas we propose to be covered by the new scheme and the evidence that shows they meet the selective licensing criteria
· Licence conditions
· Licence fees and potential discounts
The closing date for responses is Wednesday 12 August 2026.
